You COULD just bolt straight to New Vegas in FONV or Los Angeles Vault in the first game, but you're probably going to get bodied by the Deathclaws or Super Mutants. Yes, you COULD just go straight to Ganon at the start of BotW, but you're going to get fucking wrecked. Most open world games have barriers in the form of hard as shit enemies that you need a whole lot of skill on your part and perhaps a bit of luck. Unrelated to your post, I'll go on a short tangent: Open world shouldn't mean "do literally whatever you like from the get-go". Scaling it based on badges makes the most sense. I wouldn't like to see wild Pokemon scaled to your team's level. Limited space in any given area to peruse, but plenty to do in the decently sized areas that exist. When I think open world I think of the level design more like Xenoblade Chronicles 2. Pokémon could only do that in a game with all the regions which would be retardedly huge with not much to do in comparison and level design all over the fucking place because an RPG doesn't work in that kind of setting, only adventure games do. Game like BotW worked because they had an assload of history to merge together into one timeline so you could nostalgia yourself to death by finding the shit from the other games as you explored.

It's far better that a game be limited overall with plenty of freedom inside those limitations than to be free entirely and have little to do in comparison. I want a game on the level of BotW in terms of freedom, but I'm okay with limitations on the map like there has always been.

Open world doesn't require you to be able to freely move about the world, only that you can do everything in a relatively free order.
